Start by telling us your system's hardware specs as the most common cause of that issue is a computer that doesn't meet the recommended hardware specs, especially the graphics card.
That isn't even close to meeting the MINIMUM specs, let alone the Recommended specs. The CPU (processor) isn't capable and it has unsupported low power integrated Intel graphics.It would perform somewhat better with build 7.1.4.2, but it won't be great. Not sure if it would be good enough for what you need.

And there is absolutely no chance that it will capable of Live Streaming. Sorry, but it is what it is.
No. It doesn't have adequate graphics. See the System Requirements at the link I posted.

Depends. If you have 2 or more Front Of House displays you could use a splitter to send one display out to all of them. What you couldn't do is use one display out and use a splitter to send the signal to a FOH display and the Foldback display.
