That is related to Microsoft DirectX. The normal fix is to update Windows 11 and your Graphics Card Drivers.

You can also just install DirectX from this link https://www.microsoft.com/en-us/download/confirmation.aspx?id=35  just make sure to uncheck the box that wants to install the Bingbar.
